Oklahoma's Promise

Oklahoma's Promise, Oklahoma Higher Learning Access Program (OHLAP), is a statewide program where students who qualify can earn FREE COLLEGE TUITION. Students who are Oklahoma residents and whose parents do not earn more than $50,000 per year at the time of the application can apply during the 8th, 9th or 10th grade.
