Many places in Stavanger one has made the street into blind end street. This is to avoid through traffic. But to let fire truck and garbage truck easily into the street, one block one end of the street with this kind of cement slab. Since those cars have higher axle distance from the street they can easily pass over. Normal cars have to go around to visit the houses, they can not use this as a through road.
